Restaurant Cleanliness and Safety Issues

My local newspaper, the Orange County Register, did an investigative piece on restaurant safety.
When I scoured the list of restaurants with the most grievous and frequent violations, including rat infestations and spoiled foods, I was shocked that most of them were either Mexican or Vietnamese, two of my absolute favorite food types.
Even one of the more famous restaurants in San Juan Capistrano, Calif.–Sarducci’s–showed up as a frequent violator. That was shocking.
When you read this stuff, it makes you have second thoughts about eating out.
Even scarier, the cleanest restaurants in terms of fewest violations were ice cream and yogurt parlors, Starbucks and the like with minimal food preparation.
